Establishment of "Tousou Mirai Technology Co. Ltd." in Preparation for the Retrieval of Fuel Debris at the Fukushima Daiichi Nuclear Power Station

As previously announced, Tokyo Electric Power Company Holdings, Inc. (Headquarters: Chiyoda-ku, Tokyo; President: Tomoaki Kobayakawa; hereinafter referred to as, "TEPCO") and IHI Corporation (Headquarters: Koto-ku, Tokyo; President: Hiroshi Ide; hereinafter referred to as, "IHI") agreed in April of this year to establish a consortium around October of this year to prepare for fuel debris retrieval from the Fukushima Daiichi Nuclear Power Station.

We hereby announce that after much detailed deliberation by both parties, a consortium named, "Tousou Mirai Technology Co. Ltd." (President: Masumi Ishikawa; hereinafter referred to as, "Decom.Tech"), was established today.

Decom.Tech shall compile the basic designs for systems and facilities required to further enlarge the scope of fuel debris retrieval (hereinafter referred to as, "large-scale retrieval") and engage in research and development that will be further required for fuel debris retrieval. In preparation for large-scale retrieval scheduled to begin in the 2030s, the undertakings of the company shall gradually enlarge as the company grows thereby contributing to safe and steady decommissioning.

With the aim of completing the decommissioning process put forth in the Mid-and-Long-Term Decommissioning Action Plan 2022, TEPCO continues to conduct internal investigations of the primary containment vessels and engage in preparations for trial retrieval. With the establishment of Decom.Tech, TEPCO will be able to build systems and facilities required for large-scale retrieval, thereby enabling the completion of large-scale retrieval that will accelerate in the future while also contributing to recovery of Fukushima through coordination with factories in Hamadori that manufacture decommissioning-related products.

With the technical prowess it has gained with remote operations in high-dose environments cultivated through the construction of spent fuel reprocessing facilities, and also with the treatment and storage of highly radioactive waste, IHI will leverage its experience working as a nuclear reactor manufacturer to contribute to the construction of facilities and systems needed in the field for large-scale retrieval while prioritizing safety.

Going forward, TEPCO and IHI shall manage engineering and R&D in a unified manner through Decom.Tech and build a robust project management platform, such as by accelerating improvements in project risk management, etc., thereby safely and steadily completing fuel debris retrieval while aiming for the completion of the long-term decommissioning process.
