Release of Report from the International Atomic Energy Agency's (IAEA) Review of Safety Related Aspects of Handling ALPS Treated Water at Fukushima Daiichi Nuclear Power Station(First Review Mission after the Start of ALPS Treated Water Discharge)

On January 30, 2024, the International Atomic Energy Agency (IAEA) released its report from the review (first review mission to Japan after the start of discharge) of safety related aspects of handling ALPS treated water at TEPCO's Fukushima Daiichi Nuclear Power Station.

This report presents the findings of the IAEA Task Force* that conducted the review from October 24-27, 2023 based on IAEA international safety standards. This was the first review conducted since the commencement of discharge in August 2023.

According to a press release from the Ministry of Economy, Trade, and Industry (METI), the IAEA reached the following conclusions after conducting its review and observation at the Fukushima Daiichi Nuclear Power Station:

  • In its reviews and observations, the Task Force did not identify anything that is inconsistent with the requirements in the relevant international safety standards. Therefore, the IAEA can reaffirm the fundamental conclusions of its safety review as outlined in the 4 July 2023 Comprehensive Report.
  • Based on its observations at the Fukushima Daiichi Nuclear Power Station, The Task Force confirmed that the equipment and facilities are installed and operated in a manner that is consistent with the Implementation Plan and the relevant international safety standards.
  • The Task Force expressed interest as to whether any accumulation of radionuclides discharged is observed in marine sediments on Radiological Environment Impact Assessment. However, the Task Force acknowledged that any robust verification is likely to be limited as it is expected that most of the radionuclides discharged will not be detectable in the environment due to the very low quantities discharged and further dilution in the sea.

TEPCO will continue to cooperate with monitoring and reviews conducted based on IAEA international safety standards during the discharge of ALPS treated water into the sea. Through these reviews we shall do our utmost to ensure safety and widely convey the details of these reviews, etc., to parties in Japan and overseas in a highly transparent manner as we strive to deepen the understanding of the international community.

*The review in October 2023 was conducted by the IAEA Task Force which consists of the IAEA officials and international experts (from Argentina, Canada, China, France, Republic of Korea, Marshall Islands, Russia, United Kingdom and Vietnam).
