Regarding Additional Temporary Payments for Persons Engaged in Small and Medium-sized Businesses for Losses Caused by the Nuclear Accident
We sincerely apologize to residents living in the surrounding areas of the 
nuclear power stations and the general public for the anxiety and 
inconvenience caused by the accident at Fukushima Daiichi Nuclear Power 
Station and Fukushima Daini Nuclear Power Station.

1. Temporary Payments for Public-service Corporations
We have already been making temporary payments for persons engaged in small 
and medium-sized businesses located in the Evacuation Area *1 for business 
losses caused by the nuclear accident (commenced from June 1, 2011). We 
would like to announce that in addition, we have decided to include public-
service corporations such as medical companies and incorporated educational 
institutions etcetera as eligible payees. 

(1) Additional payees
 Additional payments shall apply to corporate bodies in the following 
 categories whose all or partial business activities were conducted in the 
 Evacuation Area.
 - medical corporations stipulated by Medical Service Law
 - social welfare corporations stipulated by Social Welfare Law
 - incorporated educational institution stipulated by the Private Schools 
   Act
 - non-profit organization stipulated by NPO Law
 - religious organization stipulated by Religious Corporate Body Law
 - corporate bodies for offenders rehabilitation stipulated by the Offenders 
   Rehabilitation Services Act 
 - general incorporated association or the general incorporated foundation 
   stipulated by the Act on General Incorporated Association and the General 
   Incorporated Foundation 
 - public interest incorporated association or public interest incorporated 
   foundation stipulated by the Act on the Authorization of Public Interest 
   Incorporated Associations and the Public Interest Incorporated Foundation
 - Special exceptions for civil corporate bodies

(2) Specific Claim Measures
 First, we ask that you fill in an "Application Form of Temporary 
 Compensation Payment" designated for persons independently engaged in small 
 and medium-sized businesses and attach the Necessary Documents *2, to be 
 sent to us. If you have already applied using the "Application Form of 
 Temporary Compensation Payment" designated for persons independently engaged 
 in small and medium sized businesses, it is not necessary to re-apply with 
 this application form.

 In case you are not clear on how to fill in the form or have any questions, 
 please contact the Fukushima Nuclear Compensation Office (call center).

(3) Specific Contents of Temporary Payments
 We will verify the contents of the applications sent to us from small and 
 medium-sized businesses or related organizations and make payment for half 
 of the Equivalent to the Gross Margin*3 in the period from March 12 to the 
 end of May (Upper limit is 2,500,000 Yen). For business persons unable to 
 prepare the Necessary Documentation, based on the "Verification Documents 
 of Actual Business" *4, we will make a payment of 200,000 yen as temporary 
 compensation to persons engaged in small and medium-sized businesses.
 After June, the subsequent following steps will be adhered to taking into 
 account other situations.

2. Others
- For business losses incurred by persons in small and medium-sized 
  businesses, in terms of the procedures to confirm the actual condition 
  of the business, even though the business did not have an office within 
  the Evacuation Area, we will compensate in the form of temporary payments 
  if the business has an applicable facility.
- For purchase cutback losses incurred by persons engaged in agriculture, 
  forestry and fishery, we will compensate in the form of temporary payments 
  based on discussions with related organizations.
  We will continuously consider the most feasible way to handle compensation 
  payments and hold discussions with other related organizations.

Under the Nuclear Compensation System and with the support of our government, 
we intend to handle the provision of compensation in a fair and prompt 
manner in compliance with the instructions released from the National 
Committee for Compensation Disputes due to the Nuclear Power Accident.
*1 Evacuation Area: The evacuation area designated by government 
   instructions according to the "Regarding the loss related to the third 
   governmental evacuation instruction" in the "Primary Guideline for 
   judging the extent of nuclear damage caused by the accident at Fukushima 
   Daiichi and Daini Nuclear Power Station of Tokyo Electric Power Company, 
   Incorporated"

*2 Necessary Documents: Audited statement of accounts or final return 
   including other attached documentation.

*3 Equivalent to Gross Margin: The amount, which is calculated based on 
   actual past gross margins (Sales subtracted by the cost of goods and 
   sales).

*4 Verification Documents of Actual Business: Verification Documents, which 
   shows the business track record in the evacuation area, as of March 12, 
   2011.
