Submission of the Scoping Document concerning the Environmental Impact Assessment for the Installation Plan for the Units 2 and 3 in Group 2 of the Kawasaki Thermal Power Station - Introduction of "MACC II " to deliver the world's highest thermal efficiency of about 61% -
The Tokyo Electric Power Company, Inc. (TEPCO) today submitted the "Scoping Document
concerning the Environmental Impact Assessment for the Installation Plan for the
Kawasaki Thermal Power Station Group 2 Units 2 and 3" (hereinafter "the Scoping
Document") to the Minister of Economy, Trade and Industry. The document explains
survey, prediction and evaluation methods to be used for the assessment of the
environmental impact of installing the Kawasaki Thermal Power Station Group 2 Units
2 and 3. Its copies were sent to the Governor of Kanagawa, the Governor of Tokyo, the
Mayor of Kawasaki, the Mayor of Yokohama, the Mayor of Shinagawa, and the Mayor of Ota.

The technology we plan to introduce to the Kawasaki Thermal Power Station Group 2
Units 2 and 3, for which the Scoping Document was submitted, is a combined-cycle
power generation system called "MACC II ." By employing a gas turbine combustion
temperature of 1,600°C, it delivers the world's highest thermal efficiency of about
61%, which is above TEPCO's previous maximum thermal efficiency of about 59%.

Pursuant to Article 7 of the Environmental Impact Assessment Law, this Scoping
Document will be made available for public inspection from September 4 to October 5
at administrative agencies, as well as at TEPCO's Kanagawa branch, Kawasaki branch
office, and Kawasaki Thermal Power Station, in order to solicit public comments.

TEPCO will steadily carry out the plan according to instructions by the Ministry of
Economy, Trade and Industry and other authorities, while listening to opinions of
local people.
