Press Release (Dec 10,2008)
Mini-hydro Project in the Philippines - Contributing to the preservation of a UNESCO World Heritage Site -
The Tokyo Electric Power Company, Incorporated ("TEPCO") hereby announces through
this groundbreaking ceremony, the implementation of a mini-hydro power project
effective as of today which will contribute to conserving the "Rice Terraces of
the Philippine Cordilleras" (the Rice Terraces), a designated UNESCO World Heritage
Site.

Located on the northern part of Philippine Luzon Island and developed for more than
2000 years, the Rice Terraces were officially declared a UNESCO World Heritage Site
in 1995. Unfortunately, due to the recent mobility of human resources and loss of
expertise, the Rice Terraces were chosen to be inscribed in the 2001 List of World
Heritages in Danger.

In response to these circumstances, TEPCO took decisive action to preserve the World
Heritage Site by contributing our technical know-how in the area of hydro plant
maintenance and operation. Specifically, as part of e8* activities, TEPCO will build
and donate a new 200 kW mini-hydropower for the local people. The electricity generated
will be sold to the local power supplier thereafter, the amount of electricity sales
remaining after the deduction of operation and maintenance costs will be earmarked for
preserving the Rice Terraces. The project is scheduled to be completed with commercial
operations by the end of 2009 or early 2010.

Leveraging our acquired technical expertise, TEPCO, as an e8 member company, will help
to continuously develop sustainable energy growth as well as to support the technical
transfer of mini-hydro plant construction and operation in developing countries.

*e8 - A nonprofit organization composed of 10 leading electric power companies from
the G8 countries, with a mission to promote sustainable development through electricity
sector projects and human capacity building activities in developing countries worldwide.
